A few thoughts come to mind, but first of all, you may receive a better response rate to a question by asking it in the open forum instead of a Blog format (if you have already done that, my apologies).
Then regarding your dilemma, I suppose I'd start by asking; are you short staffed and your technicians truly have trouble getting off the floor? Is your schedule typically overbooked? Do you have regular mandatory staff meetings that you could use for training? If it is a matter of your team members simply manipulating the situation to avoid the training session, then I suggest you have an authority issue or a lack of empowerment. If there are no regular staff meetings, you may want to consider exploring doing so. It is a complex scenario to discuss without more detail.
